Key Responsibilities1. Project Planning and ExecutionLead Project Delivery: Oversee the end-to-end execution of all OHTL construction activities (e.g., tower foundation, erection, conductor stringing, sagging, and termination) for projects up to 400/132 kV or 33 kv
Methodology & Planning: Review and approve the contractor's Method Statements and Risk Assessments (MSRA) and overall construction methodology to ensure efficiency, constructability, and compliance.
Schedule & Progress: Develop, monitor, and control the detailed construction master schedule, ensuring key milestones are met within the agreed timelines. Implement corrective actions promptly to address any delays.
Resource Management: Efficiently manage and coordinate all resources, including manpower, materials, heavy equipment, and subcontractors, ensuring optimal utilization and minimizing waste.
2. Health, Safety, Environment, and Quality (HSEQ)Safety Culture: Instill and enforce a Zero-Harm/HSE-first culture on site, ensuring strict adherence to all company HSEQ policies and TRANSCO/TAQA/DEWA specific safety guidelines.
Compliance: Oversee quality control processes, conduct regular site inspections/audits, and ensure all construction works meet the specified technical requirements, national, and international standards (e.g., IEC/ISO).
Documentation: Ensure all site records, inspection and test plans (ITPs), quality documents, and safety permits (e.g., UAE work permit systems) are correctly prepared, submitted, and maintained.
3. Stakeholder and Authority ManagementUtility Interface: Act as the primary construction interface with the Client (TRANSCO/TAQA/DEWA) for all site-related matters, technical clarifications, and approvals.
Contractor Management: Oversee and manage EPC contractors and subcontractors, monitoring their performance and ensuring full compliance with contractual scope, technical specifications, and delivery
quality.
Coordination: Coordinate effectively with other project disciplines, including engineering, procurement, civil works, and commissioning teams, to resolve technical clashes and interface issues in a timely manner.
Reporting: Prepare and present accurate and detailed weekly/monthly progress reports, including HSEQ performance, financial status, and forecasts to senior management and the client.
4. Financial and Contractual Control
Budget Control: Monitor project expenditure, manage variations, and implement cost-control measures to ensure the construction phase is completed within the approved budget.
Procurement Support: Collaborate with the procurement team to ensure timely delivery and quality assurance of OHTL materials and equipment.
Commissioning & Handover: Oversee pre-commissioning, testing, and final commissioning activities for the OHTL system, facilitating the smooth handover to the Operations & Maintenance (O&M) teams.
Qualifications and Experience- Essential Requirements:
- Education: Bachelor's Degree in Electrical Engineering or a related field (Civil or Construction Management is acceptable with strong Electrical/OHTL focus).
- Experience: Minimum 15 years of progressive experience in construction management, with at least 8 years directly managing High and Extra High Voltage (220kV to 400kV and above) OHTL projects.
- UAE Utility Experience: Significant experience working on projects for major UAE utilities, with a strong preference for direct experience with TRANSCO, TAQA, or DEWA projects.
- Technical Expertise: Deep, hands-on technical understanding of OHTL components, construction techniques, including tower foundation, erection, stringing, and sag-tension requirements.
- Certifications (Preferred): Project Management Professional (PMP) or equivalent certification.
